[Consumerwide_ Yohan, Bok Reporter] What would be the possible plans to think of when we look at the commodity expansion issues in the truck owners' perspective?

An experienced truck business owner at the New port Busan suggested alternative plans; ▲ Extending hours of mid-night toll rate discount ▲ legalizing commission for mediation and commerce number registration, which involves government authorities (tax area) apart from the trading relevant parties. This proposal addresses the issue of the mid-night(btw 9pm to 6am) toll rate discount system in Korea, which particularly sets up the daily schedule of long distance drivers under mid-night driving conditions. When truck drivers drive long distances at midnight, this intensifies the exhaustion of mega-truck drivers. Along with a narrow vision at night, truck drivers are easily exposed to the risk of disastrous accidents.

Second, concerning the unit of the transport rate transaction being large, reduction (7%~10% to 4~5%) and legalization of the mediation rate can be discussed. When the mediation rate is legalized, it can safeguard individual truck business owners, who are in a vulnerable position, from fraud/withheld contracts.

In addition, Youngjun Park, an expert in the transport industry in Gangseogu Busan, has proposed to positively examine to legalize 'commerce number registration'(CNR) rate to fixed amount of appox.100 thousand won, and ultimately to abolish the 'consignment CNR system' in long term plan. The consignment CNR system has been evaluated by experts and industry people that it is no longer capable of carrying duties as it's been intended in the first place. (7th Dec interview) 

Those Ji-ip-sa(consignment CNR companies) have been managing documented commerce numbers under the government's consignment since 1960, but the experienced truck business owner indicate that they impose excessive registration fees as many as 400 thousand won, today. (NP)

Lastly, Youngjun Park added that if the Korean government completely leave the transport rate system to a free competition market system, the transport rate of truck owners, which rate already had a sharp fall long ago (container, cement), won't get secure. For the reasonable transport rate table; considering the truck owners working close to twice as many as regular workers in Korea while over 50% of the tasking hours held at mid-night, the rate needs to be evaluated at a minimum of 5 million won (monthly).(14 hrs of operation/7 hrs at midnight)  Furthermore, by container truck standard, the investment amount is approx. worth 200 million~300 million won (a trailer and a tractor), which fully lean on personal capital (mostly lean on loan). He sees that, considering the asset(equipment) falling over 50% after 5 years of installment plans due to depreciation, less than 50% of installment cost needs to be evaluated.

A trucking business in Korea requires expertise in circumstance of environment in which tiresome yet proficient task takes place while accompanying the large investment. It is a question mark how far young drivers, whose generation seeks after fast and visible fruit, will endure this duty.

Hence, I suppose that if Korea want to see these young drivers even after 10 years, got to respond to our truck business owners’ needs in a timely manner.
